++ The afternoon sessions WILL NOT start before the times listed above and the 
   10-UN Age Groups will have a 30 minute warm-up period.

** The warms-ups & starting times for the "FINALS" will be announced during the 
   "prelims" each day of the meet.  The WV LSC guidelines are a MINIMUM two (2)   
   hour break between end of afternoon "prelims" and start of warm-ups on FRI/
   SAT; and a MINIMUM of one and half (1½) hour break between end of afternoon
   "prelims" and start of warm-ups on SUN.

** Based upon the 2002 WV State Short Course Meet, the "final" sessions are 
   "TENTATIVELY" scheduled as lisated below.  The warm-up session will be for
   45 minutes and WILL NOT start before the times listed before:

   ** Friday, March 14th         warm-ups @ 5:00PM; meet starts @ 6:00PM
   ** Saturday, March 15th       warm-ups @ 5:00PM; meet starts @ 6:00PM
   ** Sunday, March 16th         warm-ups @ 4:00PM; meet starts @ 5:00PM

RULES:        The 2003 USA Swimming Rules/Regulations will govern ALL competition.  
              ALL entries MUST have 2003 USA registration numbers on the entry forms.
              The "30 minute scratch notification" rule will be enforced for all
              events that are conducted as "prelims/finals" for the three (3) day 
              meet.  Entry age will be the age of the swimmer on Friday, March 14, 
              2003.  ALL swimmers are limited to three (3) individual events 
              per day excluding relays.

              PLEASE remember the three (3) event limit per day for this meet!!!
              The first three (3) individual events that a swimmer enters each day will 
              satisfy this policy.

              A "positive" check-in will be utilized for the 500/1000/1650 Freestyle events. 
              Also, "proof-of-time" MAY be required as outlined here for the 1000/1650 
              Freestyle events.  A coach should be prepared to provide "official" meet 
              results for "proof-of-time."

              ALL 8-Under events and ALL Relays will be conducted as "TIMED FINALS." The 12-
              UN relays will be conducted during the "preliminaries" and the 13-OV relays 
              will be conducted during the "final." 

              The 10-UN; 11-12; 13-14 & Senior Age Group individual events will be 
              conducted as "prelims" and "finals" as follows:
              ** the 10-UN/11-12 Age Groups will swim Top 8
              ** the 13-14/Senior Age Groups will swim as a combined age group 
                 13-OVERS during the "preliminaries;" computer program WILL NOT
                 permit combined age group in finals AND separate scoring
              ** "finals" will be Top 8 if there are 20 or less swimmers entered 
                 in any event; OR
              ** "finals" will be Top 16 if there are 21 or more swimmers entered 
                 in any event [NOTE: "deck" entries WILL NOT count in determining
                 Top 8 vs Top 16 in "finals"

ENTRY FEES:   There will be a $2.50 entry fee for each individual event and a $5.00 entry 
              fee for each relay entry.  A surcharge of $3.00 per swimmer will be assessed 
              by the West Virginia Swimming Committee for the WV Travel Fund. ALSO, a $5.00 
              per swimmer "facility" surcharge will be assessed as approved at the 1998 
              Fall WV LSC Meeting.  Please make ALL checks payable to "West Virginia

              Once accepted, entry fees WILL NOT be refunded should a swimmer(s) 
              fail to compete in the meet.  To verify receipt of your entries,
              please include a self-addressed, stamped post card or envelope with
              your entries; OR call the telephone number listed above and ask for
              Leta Kowal.

ENTRY         Entries MUST be received on or before WEDNESDAY, MARCH 5, 2003!  Entries
DEADLINE:     received after Wednesday, March 5th will be declared as "deck entries."
              These entries will be seeded if the heat sheet has not been completed or
              seeded in the first heats.  Also, any entries received after Wednesday,
              March 5th or during the swim meet will be subject to the "deck entry fee"
              of $5.00 per individual event and $10.00 per relay entry.  ALL "DECK ENTRIES"
              PLUS THE WV SURCHARGE FEE MUST BE PAID DIRECTLY TO THE CLERK OF COURSE AT THE 
              TIME OF ENTERING THE SWIMMER!

SANCTION:     This meet has been sanctioned by West Virginia Swimming and the sanction
              number for this meet is: "WV03-009."

AGE GROUPS:   Individual Events:   8-UN; 10-UN; 11-12; 13-14 and Senior
              Relay Events:        8-UN; 10-UN; 11-12; 13-14 and Senior

COACH/        There will be a Coaches and/or Team Representative Meeting on Friday, 
TEAM REP      March 14th at 8:25AM at a site to be announced by the Meet Referee.  The
MEETING:      purpose of this meeting is to discuss any changes in the swim meet format
              as printed in this packet OR any changes/alterations in rules as published
              by USA Swimming.  If a swim coach and/or swim team rep DOES NOT attend
              this meeting, their team will forfeit their right to voice their opinion
              and/or vote upon matters that are discussed.

FINAL         The West Virginia Swimming Committee will furnish one (1) copy of the Final
RESULTS:      Meet Results to each club entered in the meet. Additional copies of the 
              the Final Meet Results may be ordered at the location designated by the meet
              host to sell heat sheets, etc at $10.00 per copy.  PLEASE ALLOW AT LEAST
              2-3 WEEKS FOR DELIVERY!

               member swim clubs as outlined below. We will need assistance and help from
               ALL swim clubs entered in this meet to make the meet a SUCCESS FOR THE
               SWIMMERS!!! The following assignments are outlined for your information
               based upon previous levels of participation.  [NOTE: Based upon the vote at
               the 1998 Annual WV Fall LSC Meeting, a WV team that DOES NOT fulfill their 
               work assignment will be "fined" $100.00 per session at the meet. This fine 
               could be as much as $900.00 for the 3 day, 9 session meet]

SCRATCH This meet will follow USA Rules governing "scratches" PLUS the following PROCEDURES: WV LSC procedures: [1] swimmers who do not indicate to the Clerk of Course directly, or by sign-in procedures, that they intend to compete shall not be penalized. This shall not count as a swum event. [2] swimmers who indicate to the Clerk of Course directly, or by sign-in procedure, that they intend to compete BUT fail to compete are "DISQUALIFIED" from the event. This does count as a swum event. Additionally, the swimmer shall only be permitted to swim their next individual events as "EXHIBITION." This also counts as a swum event.
