HYCAT Handbook: Travel Assistance Program Requirements/Criteria
The following requirements/criteria for the HYCAT Travel Assistance Program (TAP) for the
2000-2001 Swimming Season are outlined below for your information. Swimmers who qualify for
a "TAP" designated type swim meet will receive HYCAT Travel Assistance financial support, as
available {budgeted}, based upon the following criteria:
** participation/membership on the HYCAT Program at the time the swimmer
qualifies for meet
** participation/membership on the HYCAT Program at the time of the TAP
designated meet
** swimmer MUST be able to represent HYCAT at the TAP designated meet
EXCEPT for the Southern Zone All-Star Championships where the swim-
mer represents the WV LSC
** TAP designated meets for 2000-2001 HYCAT Swimming Program are:
** Florida Winter Classic {December 1-3, 2000 in Gainesville, FL}
** 12 & Under swimmers
** Speedo Capital Classic {December 1-3, 2000 in Raleigh, NC} for
** 13 & older swimmers OR Y National level swimmers
** Y Regional Championships {March 2000/dates & site TBA}
** TENTATIVE DATES: March 16-18, 2001 @ Indianapolis, IN
** YMCA National Short Course Swimming Championships {April 9-12,
2001 in Ft Lauderdale, FL}
** Southern Zones {August 2000/dates & site TBA @ USS Convention
in early October 2000}
** TENTATIVE DATES: July 31-August 3, 2001
** YMCA National Long Course Swimming Championships {August 2001/
dates & site TBA}
** TENTATIVE DATES: July 31-August 3, 2001
** Phillips 66 Long Course Championships {August 14-18, 2001 in
Fresno, CA; site TBA}}
** distribution of financial support {budgeted monies} can be obtained
by satisfying the procedures outlined as follows:
[1] ALL HYCAT swimmers & parents eligible to ride buses to the 2001 West
Virginia State Short Course Swimming Championships the weekend of
March 9-11, 2001 in Morgantown, WV @ WVU Natatorium
[2] 1 (ONE) SHARE [1/3] TAP FINANCIAL SUPPORT
** MIN of three (3) full months of membership on the HYCAT Swimming Pro-
gram prior to the start of the TAP designated swim meet
** swimmer qualifies for AT LEAST one (1) individual event for the TAP
designated meet AND/OR is selected to represent West Virginia Swim-
ming at the Southern Zone All-Star Age Group Championship Meet in
July/August 2001
** swimmer MUST attend the Keith Bell Seminar to be held the weekend of
September 15TH-17TH @ UC; cost to the swimmer is $65.00 for SAT/SUN
sessions; [NOTE: parent(s) may attend "free" Friday session if their
child pays for SAT/SUN seminar]
** YES / Work Requirement necessary for TAP support
** swimmer works two (2) sessions at the 2000 Annual Sternwheel
Regatta {concession booth and/or HYCAT River Swim} AND 2001
Annual City Meet {July 25TH-28TH OR July 18TH-21ST @ UC}; and one
(1) session each at HYCAT Kortz Meet {Oct 27-29, 2000 @ UC}; HYCAT
Capital City Classic Meet {Dec 8-10, 2000 @ UC} and HYCAT Odd Age Group Meet
{Mar 30-April 1, 2001 @ UC}
** NO additional TAP Work Requirements necessary for TAP support
** YES / Swimming & Dryland Program attendance requirements
** ALL swimmers required to AVERAGE 25% Saturday practice attendance
[NOTE: swim meet "practice" attendance DOES NOT count towards
Saturday practice attendance requirement]
** Comp 1 swimmers are required to AVERAGE 50% attendance at swim
practices per week {Fall/Winter/Summer Swimming Seasons}; NO
Dryland participation required for Comp 1 swimmers
** Comp 2 swimmers are required to AVERAGE 50% attendance at swim
practices per week {Fall/Winter/Summer Swimming Seasons}; YES
Dryland participation required for Comp 2 swimmers
** Comp 2 swimmers MUST participate in AT LEAST one (1) Dryland
Program each day for the swimming practice to count during
the FALL/WINTER/SUMMER SEASONS
** Comp 3 swimmers are required to AVERAGE 50% attendance at swim
practices per week {Fall/Winter/Summer Swimming Seasons}; YES
Dryland participation required for Comp 3 swimmers
** Comp 3 swimmers MUST participate in AT LEAST one (1) Dryland
Program each day for the swimming practice to count during
the FALL/WINTER/SUMMER SEASONS
** if swimmer elects to take a month (or several months) "off," this
will eliminate the swimmer from TAP support for the entire 2000-
2001 season; swimmer REQUIRED to reimburse club for previous TAP
support received during the 2000-2001 Swimming Season
** 1 (one) share [1/3] of the amount of money budgeted for specific meet
** swimmer/parent reimburses HYCAT for balance of meet expenses
[3] 2 (TWO) SHARE [2/3] TAP FINANCIAL SUPPORT
** MIN of three (3) full months of membership on the HYCAT Swimming
Program prior to the start of the TAP designated swim meet
** swimmer qualifies for AT LEAST the following number of individual
events to become eligible for TAP support as outlined below:
** Southern Zones Meet = MIN 3 "AA" times from current swimming
season
** Florida Meet = MIN 3 "AA" times from current swimming
season
** Speedo Classic = MIN 3 individual qualifying standards
from current swimming season
** Y Regionals = MIN 3 individual qualifying standards
from current swimming season
** YMCA National Short = MIN of 2 individual qualifying standards
Course Championships from current swimming season
** YMCA National Long = MIN of 3 individual qualifying standards
Course Championships from current swimming season
** Speedo Junior = MIN of 1 individual qualifying standard
Championships within the qualifying time period
** Phillips 66 National = MIN of 1 individual qualifying standard
Championships within the qualifying time period
** Selection Trial Meets= MIN of 1 individual qualifying standard
within the qualifying time period

practices per week {Fall/Winter/Summer Swimming Seasons}; YES

** Comp 3 swimmers MUST participate in AT LEAST two (2) Dryland
Programs each day for the swimming practice to count during
the FALL/WINTER/SUMMER SEASONS
** if swimmer elects to take a month (or several months) "off," this
will eliminate the swimmer from TAP support for the entire 2000-
2001 season; swimmer REQUIRED to reimburse club for previous TAP
support received during the 2000-2001 Swimming Season
** 2 (two) shares [2/3] of the amount of money budgeted for specific meet
** swimmer/parent reimburses HYCAT for balance of meet expenses
[4] 3 (THREE) SHARE [3/3] TAP FINANCIAL SUPPORT
** MIN of three (3) full months of membership on the HYCAT Swimming
Program prior to the start of the TAP designated swim meet

** YES / Swimming & Dryland Program attendance requirements
** ALL swimmers required to AVERAGE 75% Saturday practice attendance
[NOTE: swim meet "practice" attendance DOES NOT count towards
Saturday practice attendance requirement]
** the swimmer has two (2) options available to them in order to
satisfy the Swimming Program AND/OR Dryland Program attendance
requirements as listed below:
[1] OPTION #1 / SWIMMING W/DRYLAND PROGRAMS
** Comp 1 swimmers are required to AVERAGE 80% attendance at swim
practices per week {Fall/Winter/Summer Swimming Seasons}; NO
Dryland participation required for Comp 1 swimmers
** Comp 1 swimmers MUST participate in AT LEAST two (2) Dryland
Programs each day for the swimming practice to count during
the FALL/WINTER/SUMMER SEASONS
** Comp 2 swimmers are required to AVERAGE 80% attendance at swim
practices per week {Fall/Winter/Summer Swimming Seasons}; YES
** Comp 2 swimmers MUST participate in AT LEAST three (3) Dry-
land Programs each day for the swimming practice to count
during the FALL/WINTER/SUMMER SEASONS
** Comp 3 swimmers are required to AVERAGE 80% attendance at swim
practices per week {Fall/Winter/Summer Swimming Seasons}; YES
Dryland participation required for Comp 3 swimmers
** Comp 3 swimmers MUST participate in AT LEAST three (3) Dry-
land Programs each day for the swimming practice to count
during the FALL/WINTER/SUMMER SEASONS
[2] OPTION #2 / SWIMMING ONLY W/NO DRYLAND PROGRAMS
[NOTE: if a swimmer is consistently late to practice and/or con-
sistently leaves practice early, the swimmer will be REQUIRED to
maintain a higher level of attendance by an additional 2.5%]
** MIN 87.5% swim practice attendance {Florida; Y Regionals;
Speedo Winter Classic & Southern Zone All-Star Meets}
** MIN 90.0% swim practice attendance {YMCA Nationals LC Meet}
** MIN 92.5% swim practice attendance {YMCA Nationals SC Meet}
** MIN 95.0% swim practice attendance {Speedo Junior National
Championship Meet}
** MIN 97.5% swim practice attendance {Phillips 66 National
Championship Meet & Selection Trial Meets}
** if swimmer elects to take a month (or several months) "off," this
will eliminate the swimmer from TAP support for the entire 2000-
2001 season; swimmer REQUIRED to reimburse club for previous TAP
support received during the 2000-2001 Swimming Season
** 3 (three) shares [3/3] of the amount of money budgeted for specific meet
** swimmer/parent DOES NOT reimburse HYCAT for balance of meet expenses
GENERAL GUIDELINES/POLICIES
** for ALL TAP designated meets, the swimmer receives transportation and motel
accommodations as provided by the swim club, PLUS $10 per day "food allow-
ance" (PLUS one additional day) excluding travel dates per amount of money
budgeted for the meet
** swimmer MUST meet the qualifying time standards during the 2000-2001 Swimming
Season EXCEPT for the following swim meets:
** YMCA National Championships {performed at YMCA Nationals}
** Speedo Junior Championships
** Phillips 66 National Championships
** Selection Trial Meets
** swimmer MUST compete fully and represent HYCAT in the 2 most recent WV State
Swimming Championships unless excused by the HYCAT Director/Head Coach
** for 2000 FALL SWIMMING SEASONS
** 2000 WV Short Course Swimming Championships AND
** 2000 WV Long Course Swimming Championships
** for 2001 WINTER SWIMMING SEASONS
** 2000 WV Short Course Swimming Championships AND
** 2000 WV Long Course Swimming Championships
** for 2001 SUMMER SWIMMING SEASONS
** 2000 WV Long Course Swimming Championships AND/OR
** 2001 WV Short Course Swimming Championships AND
** 2001 WV Long Course Swimming Championships {if available}
** 2000-2001 Swim Meet dates [as of 07/25/00]
** WV Short Course Championships weekend of March 9-11, 2001 in Morgan-
town, WV @ WVU Natatorium
** WV Long Course Championships weekend of July 20-22, 20001 OR
July 27-29, 2001 in TBA (most likely Athens, OH @ OU Natatorium}
** swimmer MUST compete fully and represent HYCAT at ALL HYCAT sponsored meets in
Charleston/Huntington. In addition, if the swimmer HAS NOT previously partic-
ipated in a HYCAT TAP Meet, the swimmer MUST attend one (1) away meet without
their parents and under the supervision of Greg Olson and/or Greg Lake prior
to attending the TAP designated meet. Failure to fulfill these requirements
will result in the swimmer reimbursing the club ALL of the TAP support
received throughout the 2000-2001 Swimming Season.
** Kortz Meet weekend of October 27-29, 2000 in Charleston @ UC
** Capital City Classic Meet weekend of December 8-10, 2000 in Charleston @ UC
** Huntington Winter Meet the weekend of January 12-14, 2001 OR January 19-
21, 2001 in Huntington @ Marshall University
** Odd Age Group Meet weekend of March 30-April 1, 2001 in Charleston @ UC
** swimmer MUST satisfy the "additional" HYCAT TAP "Work Program" requirements to
be eligible for either two (2) share [2/3] OR three share [3/3] financial
support for HYCAT designated TAP Meets.
Please refer to the handout entitled HYCAT Travel Assistance Program "Work Pro-
gram" (Fall/Winter Seasons) for further information/details regarding the 2000-
2001 Fall/Winter Swimming Season (NOTE: an up-date may distributed for the 2001 Summer
Swimming Season in May 2001)
** swimming attendance guidelines are as follows:
** for 2000 Florida Meet & 2000 Speedo Winter Classic attendance from Aug
26TH, 2000 thru the meet
** for 2001 Great Lake Y Regionals from attendance from Jan 2ND, 2001 thru the meet
** for 2001 YMCA Short Course National Championship Meet, attendance from
Aug 26TH, 2000 thru the meet
** for 2001 Southern Zones Meet, attendance from Apr 23RD, 2001 thru the meet
** for 2001 YMCA Long Course National Championship Meet, attendance from
Jan 2ND, 2001 thru the meet
** for 2001 Phillips 66 National Championship Meet, attendance from Jan
2ND, 2001 thru the meet
** for any 2001 Selection Trial Meets, attendance for the two (2) swimming
seasons prior to the date of the meet
** "unattached" swimmers ARE NOT eligible for HYCAT TAP financial support
** a college swimmer will maintain his/her HYCAT membership providing he/she was
a participant/member of the HYCAT Swimming Program for AT LEAST 2 months
during the most recent summer season {May 2001 thru mid-August 2001} AND has
maintained, uninterrupted, his/her HYCAT affiliation during his/her college career
** an appeals process is available to any swimmer and/or swimmer's parent. MUST
submit a written letter outlining their appeal and send to: Chairperson, HYCAT
Travel Assistance Program; UC Aquatic Team; 2300 MacCorkle Avenue, SE; Char-
leston, WV 25304, before the appeal would be considered by the HYCAT Board
{NOTE: if the reason for the appeal is known in advance of the swim meet in question,
the appeal MUST be made prior to the entry deadline for that swim meet}
** other requirements may be added with proper notification to the HYCAT membership
Listed below are some "interpretations" regarding the HYCAT Travel Assistance Program requirements and/or criteria, including the "Work Program," for HYCAT swimmers/parents for the 2000-2001 Swimming Season:
[1] A swimmer shall complete ALL TAP requirements {both the criteria AND the
"Work Program"} on or before the entry deadline date for the swim meet that
they wish to attend UNLESS extended by the HYCAT Director/Head Coach
[2] HYCAT TAP financial support for transportation and/or motel accommodations
will ONLY be provided if the swimmer {or swimmers} utilize the method of
transportation provided by the team OR the motel accommodations provided by
the team
[3] additional "interpretations" will be considered when the "facts" have been
presented to the HYCAT Director/Head Coach for consideration/deliberation
[4] it is the responsibility of the swimmer {and/or the swimmer's parents with
prior approval} to satisfy the TAP "Work Program" requirements for any and
all TAP Meets that the swimmer is eligible to compete {or making an effort
to qualify} to compete
Furthermore, HYCAT swimmers agree to adhere to the following "generally acceptable
swimming practices" regarding an individual's preparations to compete in a swim meet
that has been designated as a HYCAT TAP Meet:
[1] boys (11-OV ONLY) agree to "shave down" for the TAP meet {including their
entire arms; legs back; etc; etc = ask HYCAT Coach for assistance/advice}
[2] girls [11-OV] agree NOT to shave their legs beginning approximately
60 days prior to the 1ST day of competition of the TAP meet AND agree to
"shave down" for the TAP meet {including their entire arms; legs back; etc;
etc = ask HYCAT Coach for assistance/advice}
** the date for Florida Winter Classic AND Speedo Winter Classic will be
FRIDAY, SEPTEMBER 29, 2000
** the date for Great Lakes Y Regional Short Course Championships will be
FRIDAY, JANUARY 12, 2001
** the date for YMCA Short Course National Championships will be FRIDAY,
FEBRUARY 2, 2001
** the date for YMCA Long Course National Championships will be FRIDAY,
JUNE 1, 2001
** the date for Southern Zone All-Star Meet will be FRIDAY, JUNE 1, 2001
** the date for Phillips 66 National Championships will be FRIDAY, JUNE 8,
9, 2001
** the date(s) for and Selection Trial Meets will be determined if HYCAT has
any swimmer(s) attending the meet(s)
[3] swimmers agree to remove ALL jewelry and other related items for the meet
[4] swimmers {primarily boys} agree to get an appropriate hair-cut immediately
prior to the meet
[5] other items may be added as necessary to adequately prepare for the meet
WV LSC TRAVEL ASSISTANCE PROGRAM/REQUIREMENTS
Listed below are the WV LSC Travel Assistance requirements as of 7/25/00 as determined by the West Virginia LSC House of Delegates:
** Southern Zones
** in order to be ELIGIBLE for selection, the swimmer MUST attend a MIN of
five (5) WV LSC Swim Meets AND
** successfully compete/participate in a MIN of thirty (30) individual
preliminary events AND
** compete in the two (2) most recent WV State Championship Meets
and successfully compete/participate in a MIN of six (6) individual
preliminary events
** if a swimmer qualifies for the "finals," the swimmer MUST compete in
ALL "final" events
[NOTE: Y Dual Meets; Y Cluster; High School Dual Meets; High School State
Meet DO NOT count towards the five (5) WV LSC Meets]
** Speedo Junior Championships / Phillips 66 National Championships
** to be eligible for WV LSC Travel Reimbursement, same as above EXCEPT for
college swimmers who MUST have maintained an uninterrupted membership
within the WV LSC
[NOTE: HYCAT Board approved, as recommended by the Director/Head Coach,
that any WV Travel Assistance reimbursement received for HYCAT swimmers
attending these meets would be deposited into the club's general opera-
ting account and specified for the "TAP Reimbursements" since HYCAT has a
Travel Assistance Program available for its swimmers]
