A Treaty of Peace And Mutual Respect
Which Ended The Great War

The Sovereign Peoples of the Capellan Periphery, Trans-Canally Area, and Transhole Region, with a wish for Peace and Harmony between Our Races and Sovereign Governments, enter into this Treaty with Purpose, Duty and Honour, to abide by its Covenants in order to give our Children a Hope for a Future free of Despair, War and Mutual Destruction.
GENERAL DEFINITIONS
STARSHIP CLASSIFICATIONS
1. WARSHIP: Defined as any class of starship capable of carrying and firing space weapons with 34 hulls or greater.
2. FREIGHTER: Defined as any class of starship not capable of firing space weapons regardless of the total number of hulls.
SIGNATORY CLASSIFICATIONS
The Signatories to this Treaty represent three distinct classes: Involved Parties, Participating Associates, and Recognizing Parties.
1. Involved Parties are the governmental affiliations of the Grand Alliance and the Transhole Council, whose members are enumerated below. The terms and covenants of this Treaty directly effect Involved Parties.
2. Participating Associates are directly involved corporate affiliations who are chartered companies of the Stellar Empire (an Involved Party), whose members are enumerated below. The terms and covenants of this Treaty directly effect participating Associates.
3. Recognizing Parties are government affiliations who are not aligned with either of the Involved Parties, and these affiliations are not directly effected by the terms and covenants of this Treaty. They are only recognizing the existence of this Treaty.
INVOLVED PARTIES
The Grand Alliance (hereafter referred to as “the Alliance) represents the Detinus Republic (DTR), the Stellar Empire (IMP) (including its component government affiliations [ISP/ISS/ITS] and its chartered affiliations [AFT/EEM/FET/GTT/SMS/SSL], the K’zk Kasrith-kazereckii (KZK), the Myrrian Race (MYR), United Sentient Alliance (USA), and the Zolmani Consolidated Systems (ZCS).
The sovereign territory of the Alliance shall be considered and recognized by all Parties hereto as: [a] all star systems in the Capellan Periphery, (1) through (53), excluding star system (43); and [b] all star systems sovereign to the DTR (191, 192, 193), the KZK (182), the MYR (187), and the ZCS (110, 111)
The Alliance signatories, jointly and severally, agree that the use of “the Alliance” shall be as binding and definitive upon their affiliations as if the individual affiliations were made reference to in its place. The signatories for the Grand Alliance are:

The Transhole Council (hereafter referred to as “the Council”) represents the Artificial Intelligence of Swinette (AIS), the Flagritz Empire (FGZ), the Samillian Hegemony (SAM), and the Whitehole Colonial Empire (WCE).
The sovereign territory of the Council shall be considered and recognized by all Parties hereto as all star systems in the TransHole Region, (54) through (104), excluding star systems (92) and (93) which do not exist.
The Council signatories, jointly and severally, agree that the use of “the Council” shall be as binding and definitive upon their affiliations as if the individual affiliations were made reference to in its place. The signatories for the Transhole Council are:

TERMS AND COVENANTS
(1) The Council recognizes the right of the KZK to be independent from the Samillian Hivemind, and to have self-determination whether as a separate government, or as citizens of any other government.
(2) The Council quits all claims against the KZK concerning the past or future manufacture and distribution of Cargo Carrier class vessels.
(3) The Council recognizes the Tesni [17] system as the sovereign territory of the Imperium and its legal successors.
(4) The Alliance recognizes the Outland [152] system as the sovereign territory of the Artificial Intelligence of Swinette (AIS). Alliance government starships are allowed to use the Outland blackhole for transit back to the Portcia or Canally systems only. Access to and egress from the Outland system is limited to space square (0131).
(5) Both parties agree to henceforth define reverse engineering as the act of copying technology based upon a sample. Independent research, which yields results of an existing item, is considered coincidental and shall not to be considered as a casus belli.
(6) The Council agrees to return to the Alliance any technology tapes, and/or specialization tapes, in the possession of non-rebel hives which have been captured during the course of the war, and any others which may subsequently be recovered intact by the legitimate government of the Hegemony (SAM).
(7) The Council agrees to abide by the following travel restrictions in Alliance space, except as modified by written or published invitation of the governing P.D. of the transitted territory:
(7)(a) The Council governments (AIS/FGZ/SAM/WCE) shall not enter the star systems considered sovereign by the Detinus Republic (DTR), Zolmani Consolidated Systems (ZCS), K’zk Kasrith-kazereckii (KZK), or Myrrians (MYR), except by written or published invitation of the appropriate Periphery Director of these government affiliations.
(7)(b) The Council shall use its Latexia [90] connection (by jumping through Latexia or from Latexia as appropriate for the space squares defined in the following sections) to the Periphery in order to access its respective affiliation colonies in Justin, and Newbian, and Spandau, and to travel to the Draconian Cluster, under the following protocols.
(7)(b)(1) Only freighter-class starships of the Council may enter the Capellan Periphery. (A freighter-class starship is defined in the General Definitions. The term “freighter” is used hereafter.)
(7)(b)(2) Entrance into Applecore [49] is permitted at any of the following Applecore space squares; (2732), (0334), (1547), (2848), (0249), and (2159); to allow all Council freighters access to the Draconian Cluster.
(7)(b)(3) Entrance into Dragonne [52] is permitted at space square (0855) to all Council freighters to allow return from the Draconian Cluster. Council freighters may then jump from Dragonne to Portcia [5] at space square (0855) for the purpose of returning to the Transhole.
(7)(b)(4) Entrance into Canally [1] at space square (0855) via Portcia (0855) from Kuron [89] is permitted to allow all Council freighters to access the TransCanally Area.
(7)(b)(5) Entrance into Justin [46] is permitted at space square (1652) by jumping through Latexia [90] to allow all WCE freighters access to the colonies WCE Azoomink (2245), WCE Gamelon (1043), and WCE Cologne Del 1 (1435) on the planet. WCE freighters may jump from Justin to Portcia [5] at space square (1652) for the purpose of returning to the Transhole.
(7)(b)(6) Entrance into Newbian [2] is permitted at space square (1148) via Galactix [53] space square (1148) to allow all AIS freighters to access the colony AIS Periphery Control (4631) on the planet Teran-Zei. AIS freighters may jump from Newbian to Portcia [5] at space square (1148) for the purpose of returning to the Transhole.
(7)(b)(7) Entrance into Spandau [40] is permitted at space square (2741) to allow all FGZ freighters to access the colony FGZ CP Depot (179) on the moon Meek. FGZ freighters may jump from Spandau to Portcia [5] at space square (2741) for the purpose of returning to the Transhole. [Sidebar: The colony FGZ CP Depot (179) shall be removed from Imperial space by the end of Wk 13/199 pursuant to a separate agreement made between the ISP PD and the Ataman of the Flagritz.]

(7)(b)(8) The Council may open a Wormhole into the sovereign territory of an Alliance member only with the prior written consent of that territory's sovereign Government, and shall give notice of such intent to open a Wormhole no less than four (4) weeks in advance to the Periphery Director of the respective sovereign government.
(7)(c) The Council shall be permitted no additional colony sites within Imperial space, nor shall any existing colonies be transferred to another party, without the written approval of the Stellar Empire through the ISP PD.
(7)(d) The Council shall be permitted no colony sites within the Trans-Canally Area without additional negotiations and the consent of the hosting sovereign government, nor shall any existing Council colonies be transferred to another party without the written approval of the Periphery Director of the respective hosting sovereign government.
(7)(e) The existing Council colonies within the Capellan Periphery shall comply with all local laws.
(8) The Alliance agrees to abide by the following travel restrictions in Council space, except as modified by written or published invitation of the governing P.D. of the transited territory:
(8)(a) The government members of the Alliance (DTR/IMP/KZK/MYR/USA/ZCS) shall not enter the star systems sovereign to the Council with the following exceptions:
(8)(b) The Alliance shall use Black Hole Transitions (BHTs) to the TransHole Area in order to access IMP Embassy (now Gibraltar) and IND Allipon under the following protocols.:
(8)(b)(1) Only freighter-class starships of the Alliance may enter the TransHole Area. (A freighter-class starship is defined in the General Definitions. The term “freighter” is used hereafter.)
(8)(b)(2) Entrance into Porkian [56] is achieved by entering Porkian at (1145), moving to space square (0358) via waypoint (0353). Such access is permitted only to allow Alliance freighters to interact with IMP Embassy (4514) on Drihev either to acquire jump engines to access IND Allipon (1399) or to deliver cargo to IMP Embassy.
(8)(b)(3) Access to Limond [94] shall be by jump from space square (1145) in Porkian [56]. Alliance freighters returning from IND Allipon (1399) may achieve egress from Limond by jumping directly back to Porkian at space square (1145) and then, optionally, returning to IMP Embassy (4514) on Drihev by the route as specified in 8(a)(i) to return jump engines. In either case, return to the Periphery shall be by direct BHT from Porkian at (1145) or (0358) to any Canally [19] or Portcia [5] exit point.
(8)(b)(4) The Alliance may open a Wormhole into the sovereign territory of a Council member only with the prior written consent of that territory's sovereign Government, and shall give notice of such intent to open a Wormhole no less than four (4) weeks in advance to the Periphery Director of the respective sovereign government.
(8)(c) The Alliance shall be permitted no additional colony sites within the TransHole region without additional negotiations and the consent of the hosting sovereign government, nor shall any existing Council colonies be transferred to another party without the written approval of the Periphery Director of the respective hosting sovereign government.
(8)(d) The existing Imperial colony agrees to comply with all local laws.
(8)(e) The Stellar Empire is allowed trade with WCE Colony Odin’s Eye on the planet Abigone in Catone [61], for the purpose of providing supplies to IMP Embassy (4514). Access to this colony, for freighters only, shall be gained by traveling intra-system in Porkian, beginning at space square (0358), and ending at space square (1845), and then jumping to Lemke space square (1845) directly. All The Imperial ships shall return to Embassy by reversing the above.
(9) Corporate affiliations of any origin shall be allowed access to the respective regions of space controlled by the signatories of this document as determined by the local governments.
(10) The effective date of this Treaty shall be set forth and observed as of Wk 01 in the Year 199.
